The delegates within our LCDS are actively and passionately working on our behalf and our profession. The following briefly outlines some of the CURRENT ISSUES facing dentistry today. House of Delegates (HOD) Report

The Florida Dental Association (FDA) is addressing and continues to address the following topics:

1) FDA HOD adopted policy to pursue all legal and legislative initiatives to ensure appropriate dental care for all infants, children, and adolescents within Florida.

2) FDA that only Florida licensed dentists should be allowed to enroll as Medicaid dental program providers and bill for services to eligible participants. FDA Council on Dental Care and Health, working in conjunction with the Florida Association of Community Health Centers, will further study potential solutions for permitted dentists in community health centers to receive reimbursement for Medicaid services.

3) FDA Council on Dental Care and Health will investigate the feasibility of developing a policy that would include a plan of action to implement a state wide mandate on fluoridation and to report back to the January 2008 House of Delegates:

4) FDA HOD directed the FDA CDEL to establish criteria for specialty licensure by credential.

5) As the FDA has created a membership category for hygiene members, code of ethics was reworded to include hygiene members.

6) FDA HOD approved resolution to add ASDA designees from the dental schools in the state to serve as non-voting members of the FDA Sub council on the New Dentist to increase interaction between FDA and ASDA members.

7) FDA HOD allocated funding to market the hygiene member category from the operating budget.

8) FDA adopt a well-being program by June 2007 for implementation in July of 2007 that serves its members by being a source for information referral and practice assistance as outlined in the following document, and with an activity report provided to the House of Delegates at its June 2008 meeting.

9) FDA HOD accepted a revision of the current delegable tasks for dental assistants set forth by FDA CDEL and directed FDA CDEL to develop more comprehensive delegable tasks for dental team members to further utilize auxiliaries in delivering care in the spirit of the ADA Workforce Report.

The FDA is addressing and continues to address the following topics:

1. FDA HOD (House of Delegates) reaffirmed policy supporting fluoridation of community water supplies and pursuing legal and legislative means to introduce fluoridation in communities currently lacking fluoridation and prevent removal of fluoridation in communities considering removal.

2. FDA HOD resolved to have CDEL (Council on Dental Education and Licensure) study expanded function dental assisting in other states and recommend models for Florida which could result in increased dental care for communities of patients currently underserved.

3. FDA HOD resolved to have CEBJA (Council on Ethics, Bylaws, and Judicial Affairs) investigate splitting the Council on Dental Care and Health in to two councils. One council would be Dental Health; the other would be Dental Care and Benefits. CEBJA is charged with reporting back to June 2008 House of Delegates.

4. FDA HOD is investigating the feasibility of holding paperless and/or web based meetings to increase convenience to members and decrease costs to the FDA.

5. FDA is embarking on a Public Awareness Campaign to help dentists appreciate the value of belonging to organized dentistry to keep more member dentists in organized dentistry and attract new non-members.

6. FDA is embarking on a membership campaign called Grassroots 200 to attract new members at the grassroots level.
